Occasion changes the design, but the geometry stays the same. A flat topper wants to be about two thirds of the cake diameter so a border of icing still shows around it — that border is what makes a cake read as decorated rather than as a printed circle stuck on top.

What size should a cake topper be?
For a flat disc topper, roughly two thirds of the cake diameter: 3.5–4 inches on a 6 inch cake, 5–5.5 inches on an 8 inch, and 6.5–7 inches on a 10 inch. Cupcake discs are 2 inches for standard cases and 1.25 inches for minis. Tiered cakes are the exception — size the topper to the top tier, not the base.
What is the best material for a printed cake topper?
Cardstock at 250–300gsm if the topper sits on a stick and is not eaten — it is cheap, sharp and needs no special equipment. Edible icing sheets if it sits directly on buttercream and gets eaten, which needs a dedicated edible printer and edible ink. Wafer paper is a cheaper edible option with a softer, more matte finish.

Can I print cake toppers at home?
For cardstock toppers, yes — any home printer will do, as long as you print at 100% or "actual size" rather than "fit to page", which silently shrinks the topper. Edible toppers need a printer dedicated to edible ink; you cannot use a normal printer that has had regular ink through it.
